Task 12.3 - Simulation of incident handling and reporting

This assignment draws the group into a role-play where you simulate an incident and practice proper response and reporting.

 

Learning focus:

  • Understand the importance of an emergency response plan (ERP), logging requirements and reporting to the CAA.
  • "Out of the desk" element: Role play, simulated communication and problem solving under pressure.
  • Simple aids: The text above, a simple timer (e.g. mobile phone), paper for notes and logging.

 

Task description:

Scenario building:

The team selects a plausible event that could occur during a drone operation in a specific category.

Examples:

  • Scenario A: Technical failure leads to a crash and minor material damage (e.g. fence or car).
  • Scenario B: Near miss with manned aviation or other drone requires evasive maneuver.
  • Scenario C: During BVLOS operation, the drone loses contact and flies away.
  • Scenario D: The drone accidentally captures images of sensitive information or people in a private area, which could lead to a GDPR violation.

 

Role distribution and first response:

Distribute roles:

  • Vessel commander (Pilot): Responsibility for the drone and decisions in the air
  • Operational leader: Oversees the operation and follows procedures
  • Responsible manager: Has overall responsibility for the security framework
  • (Optional) Witness/affected party: Someone who sees the event or is affected

The immediate aftermath of the role play. What does each role do first? How is it communicated? How is the ERP activated?

 

Discussion about logging and reporting:

After the role play, the group discusses:

  • What information needs to be logged (time, location, drone info, course of events, weather conditions, etc.)
  • When and to whom should it be reported (Operational manager, CAA via Eccairs2, insurance company, police in case of damage)
  • What does "strict liability" mean for the operator in this situation?
  • What can be learned to prevent similar incidents in the future?
