Task 12.1 - Design of a specific operation - Risk assessment and draft manual - Anchor all decisions in adequate regulations.

This thesis focuses on the core elements of planning a complex drone operation, integrating risk assessment and operational procedures.

 

Learning focus: 

  • Understand the principles behind SORA/PDRA/STS, the structure and importance of an Operational Manual, as well as the roles and responsibilities in a drone operation. Be able to find the references in applicable regulations.
  • "Out of the desk" element: Working together to design, brainstorm and structure a practical application of the regulations.
  • Simple aids: Accessible text, paper/board for design, and simple online search for hypothetical scenarios (e.g. types of infrastructure).

 

Task description:

Scenario building:

As a group, you will design a hypothetical drone operation that falls into the "Specific" category.

Examples:

  • BVLOS inspection of a wind farm or a long bridge
  • Aerial photogrammetry of a complex construction site in a semi-urban area
  • Delivery of medical supplies to a remote area

Think about what makes the operation "specific" - higher risk, BVLOS, flying over people, using drones without C-marking, etc. Find out where in the regulations this is stated. Make a list of regulatory references. Familiarize yourself with 2019/947 and 2019/945.

 

Discussion about risk identification:

Identify and discuss potential risks associated with the scenario. How can the SORA methodology (even conceptually) help to identify risks? Consider risks to third parties, critical infrastructure and other airspace users.

 

Draft Operational Manual:

Work together to draft the main sections of an Operational Manual based on the recommended framework (Sections A, B, C, D, E, T, M, Appendix). Discuss which specific information, procedures and risk mitigation measures should be included in each section.

 

Focus areas for discussion:

  • What are the technical requirements for the drone in the scenario, based on a hypothetical SAIL value (low, medium or high risk - and what that means for technical verification)?
  • Clearly define the roles and responsibilities (Operator Responsibility, Responsible Manager, Operational Manager, Vessel Manager) and how they work in the operation.
  • Which emergency response procedures (ERP) are critical in your scenario?
